PHNOM PENH, Jan. 1 (Xinhua) -- Tourists visiting Cambodia's Preah Vihear temple increased by 3.6 folds in 2010 thanks to good security and better infrastructure in the area, director of Preah Vihear province's tourism department Kong Vibol said on Saturday.

There had been 80,356 people visiting the temple in 2010, increased by 3.6 times from 17,174 people in 2009, he told Xinhua by telephone. Of the figure, the domestic visitors were up 3.7 times to 78,419 from 16,405 and the foreign tourists increased by 1.5 times to 1,937 from 769.

"It's a huge increase of the tourists to the temple in 2010 due to better security and stability as the border tension with Thailand has been eased, and the good condition roads--easy to travel,"said Kong Vibol, adding "so visitors feel safe and more confidence to visit the temple."

Cambodia's Preah Vihear temple was enlisted as World Heritage Site on July 7, 2008. Just a week after the enlistment, Cambodia and Thailand have had border conflict due to Thai claim of the ownership of 1.8 square miles (4.6 sq km) of scrub next to the temple, triggering a military build-up along the border, and periodic clashes between Cambodian and Thai soldiers have resulted in the deaths of troops on both sides.

The border issue, however, has been eased as the top leaders of Cambodia and Thailand have held four meetings since September.

In 2010, the province as a whole received 135,657 tourists, up 119 percent from 61,903 in 2009, Kong Vibol said. Of the figure, foreign tourists were up 32 percent to 11,249 from 8,512 in 2009.

Preah Vihear province has three attractive ancient temples for tourists. They are Preah Vihear temple, Koh Ker temple and Preah Khan Kampong Svay temple.

Two new companies given licence to fly in Cambodia

CAMBODIA will licence two more aviation companies to fly passengers on domestic routes, according to Mao Havannall, Secretary of State of Cambodia’s State Secretariat of Civil Aviation authority.

Speaking at a plenary session at the National Assembly yesterday, he said the two firms – Tonle Sap Company and Indochina Company – would be cleared to fly from Phnom Penh to Siem Reap, and Phnom Penh to Sihanoukville.

“We are preparing the procedures for both private firms, and hope they will begin operating early next year,” he said.

The two companies are set to receive their licences in the next few days, he said, adding that the firms were to partner with companies based overseas, and fly medium-sized planes such as the Airbus A320 and Boeing 737.

The Civil Aviation authority has not yet released a flight schedule for the two firms.

Currently, Cambodia Angkor Air is the only firm that operates a regularly scheduled passenger service on domestic routes in the Kingdom.

Sam Rainsy Party Senator Yim Sovann said he welcomed more flights, as it would encourage competition in the domestic aviation sector.

Increased competition will result in cheaper tickers for passengers, he said.

“We support more flights in the nation because we think that it will be more competitive and provide more benefit to the Cambodian people,” he said.

Mao Havannall said that licensing the two new companies was due to speculation that the number of international tourists will continue to increase.

Cambodia has signed a number of agreements with foreign nations to operate direct flights to the Kingdom, aiming to increase the number of visitors from overseas, he said.

On Friday, the National Assembly approved two multilateral agreements with ASEAN, and eight protocols on air transportation and shipping, to contribute to the goal of a common ASEAN flight market in 2015.

China, Cambodia pledge to further enhance ties

BEIJING, Dec. 15 (Xinhua) -- Chinese and Cambodian leaders on Wednesday pledged to further enhance bilateral ties, two days after the two countries agreed to establish a comprehensive strategic partnership of cooperation.

"The establishment of this strategic partnership brings new opportunities for the development of bilateral ties," Chinese President Hu Jintao said when meeting with Cambodian Prime Minister Hun Sen Wednesday afternoon in the Great Hall of the People.

China will maintain friendly exchanges with Cambodia at all levels, strengthen mutual support on major issues of concern, and deepen exchanges on experiences in managing state affairs, Hu said.

The president said the Chinese government and people value the traditional friendship with Cambodia, and will always support Cambodia to take its own development path.

Hu added that China will expand bilateral cooperation in areas such as trade, investment, finance, infrastructure construction, agriculture and energy, increase bilateral trade, enhance cultural, technological and youth exchanges, and maintain the two countries' coordination on regional and international affairs.

Hu also called on the two sides to strengthen cooperation in areas such as coping with the international financial crisis, disaster prevention and relief and combating cross-border crimes.

Hun Sen said Cambodia-China relations have entered a new stage after the two countries agreed to the comprehensive strategic partnership of cooperation.

He said Cambodia will abide by the one-China policy and work with China to further promote bilateral ties.

China's top legislator Wu Bangguo also met with Hun Sen Wednesday. During the meeting, Wu pledged to bolster exchanges and cooperation between the two states' legislative bodies.

Wu, chairman of the Standing Committee of the National People's Congress, hailed the political, economic and cultural ties between China and Cambodia, saying the establishment of the strategic partnership will yield tangible benefits for the two peoples.

Wu said the two states' legislative bodies have, in recent years, carried out substantial dialogue between their leaders, special committees and staff, which contributed to the development of bilateral ties.

Hun Sen applauded the traditional friendship and pledged to promote exchanges between the two states' legislative bodies and to enhance coordination on major issues to promote bilateral ties.

The plan to open Preah Vihear temple border gate with neighboring Thailand will be delayed for another one month, said a top official at the Cambodian Preah Vihear National Authority on Wednesday.

"After the bilateral meeting on Tuesday between Cambodia and Thai officials, the Thai side has asked us to delay the opening of the border gate for another month instead of opening the gate on December 5," Hang Soth, director general of the Preah Vihear National Authority, told Xinhua on Wednesday.

He said the delay suggestion from the Thai side was made as both sides could not reach agreement on the issues of sharing entry ticket fees and letting Thai vendors to sell in Cambodian market nearby the temple.

The border gate has been closed since July 2008, when Preah Vihear temple was enlisted as a World Heritage site that triggered a military build-up along the border and periodic clashes between Cambodian and Thai soldiers.

Since then, tourists have been allowed to enter the hilltop temple only from the Cambodia side, preventing a large influx of visitors from Thailand.

The tension between the two countries were eased after four meetings between leaders of the two countries and subsequent meetings between commanders of both sides' armed forces.

Cambodia and Thailand will sign the long-waited visa exception agreement for ordinary passports on Wednesday evening, said Prime Minister Hun Sen.

"There will be a signing ceremony by the two countries' foreign affairs ministers on visa exception on ordinary passports this evening after the bilateral meeting between Thai Prime Minister Abhisit Vejjajiva and I," said Hun Sen at a press conference after the conclusion of the 6th CLV (Cambodia, Laos, Vietnam), 5th CLMV (Cambodia, Laos, Myanmar, Vietnam) and 4th ACMECS (Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy) Summit.

Vietnamese Prime Minister Nguyen Tan Dung arrived in Cambodia Monday morning to pay one-day official visit at the invitation of his Cambodian counterpart Prime Minister Hun Sen.

Former Cambodian King donates to China's flood-hit provinces

BEIJING, July 19 (Xinhua) -- Former Cambodian King Norodom Sihanouk donated 50,000 U.S. dollars in his own name to China's flood-hit areas, Chinese Foreign Ministry said here Monday.

The king sent a letter to Chinese Premier Wen Jiabao expressing his concern for people in the affected areas last Wednesday, said the ministry.

Since the beginning of July, torrential rains and severe flooding have left 146 people dead, 40 missing and evacuation of more than 1.3 million people in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

The Thai government last Friday gave 60,000 U.S. dollars to help with flood relief efforts in south China.

5 killed, 1 seriously injured by electric shock in Cambodia

PHNOM PENH, Oct. 30 (Xinhua) -- Five people were killed and one was seriously injured by an electric shock caused by short circuit on Friday morning in Phnom Penh, police from Phnom Penh authority said.

The incident occurred on Friday morning, at about 6:30 o'clock local time, in a family who's old father, 67-years-old, was first found died at the door, and other four people were killed and one was seriously injured when they wanted to support the old man, according to a policeman who asked not to be named.

Police said the incident was caused by short circuit because the family's house was in a low-lying place and had water standing due to raining for several days. Four were died instantly, and another one was seriously injured. They all killed by short circuit because their house was built mostly by used iron sheets.

Phnom Penh - The government has approved a plan to build Cambodia's largest prison, capable of holding 2,500 inmates, national media reported Thursday.

Cambodia currently has 24 prisons with a combined capacity of 12,500 prisoners. Many jails are overcrowded.

Heng Hak, the general director at the Ministry of the Interior's prisons department, told the Cambodia Daily that inmates would learn skills such as farming and animal husbandry.
'One of the most important functions in government prison reform is to make a big change in prisons from a place of punishment to a place of education and vocational training centres for prisoners,' he told the Cambodia Daily newspaper.

Heng Hak said the grounds of the new centre, called Correctional Centre 4, or CC4, will cover 846 hectares in Pursat province.

'It will be the biggest prison [in Cambodia],' he said. 'We expect that CC4 will be a key tool in resolving the matter of overcrowding.'

Australia is providing support for CC4 through its government aid programme. The project's corrections adviser, Cheryl Clay, told the Cambodia Daily that the new prison would have five sections capable of holding 500 inmates each.

Clay said the vocational training programmes would help to cut violence and aggression.

'This is a way for providing some meaningful skill development and meaningful activity, and is an accepted way of creating an avenue for more income for the prison,' she said.

PHNOM PENH, Aug. 13 (Xinhua) -- Japan on Thursday provided 72 million U.S. dollars in concession loans to develop Cambodia's Sihanoukville port to expand its capacity.

"The fund is to improve the capacity of Sihanoukville port, the only international deep sea port in Cambodia, by constructing multipurpose terminals including a bulk terminal and oil supply base, and developing infrastructure related to the terminal at the port," Hor Namhong, deputy prime minister and minister of foreign affairs and international cooperation told reporters.

The minister signed the exchange note with Shinohara Katsuhiro, Japanese Ambassador to Cambodia, with the presence of Prime Minister Hun Sen.

PHNOM PENH, July 27 (Xinhua) -- Cambodia on Monday launched a new national carrier Cambodia Angkor Air (CAA) with two ATR 72 planes for the first step, aimed at promoting the nation's tourism and government revenue.

Cambodian Prime Minister Hun Sen said at the launching ceremony "the company will actively contribute to the improvement in the areas of transportation, trade and tourism as well as directly contributing to the job creation, which is the basis for socio-economic development in Cambodia."

Hun Sen also urged the leadership of the company "to be wise, professional and highly experienced," especially to be honest with high responsibility and commitment, teamwork and mutual understanding.

CAA is a joint venture with 51 percent owned by the government and 49 percent by Vietnam Airlines through 100 million U.S. dollars investment.

"We launched the new air carrier today with two ATR 72 planes for first step and near future we will use Airbus planes," Sok An, deputy prime minister and minister of the Council of Ministers said at the launching ceremony presided over by Prime Hun Sen and Visiting Vietnamese Deputy prime minister Truong Vinh Trong.

Cambodian side will provide the facilities including office buildings and other infrastructure for the new national airline, Sok An said, adding that Cambodia will not be responsible for any loss and debt.

The new aviation will fly with local and regional service including Phnom Penh, Sihanoukville and Siem Reap, the gateway to the world famous Angkor Wat temple, as well as to Ho Chi Minh and Bangkok, according to Sok An.

Tourism sector contributed 12 percent of GDP of the country last year, Hun Sen said, adding that the Cambodian government will support and encourage everything for the new aviation to process smoothly and to compete with other airlines. The safety for all travelers is necessary in the air service, he added.

As the symbol of launching ceremony, the Visiting Vietnamese DPM Truong Vinh Trong flew with Cambodian DPM Sok An to Siem Reap province. And another flight flew to costal province of Sihanoukville.

Cambodia's national airline Royal Air Cambodge, a joint venture with Malaysia Helicopter Services, closed down in 2001, after it lost about 20 million U.S. dollars since it began operations in 1994.

Over the past few years, Cambodia has been seeking foreign partners to re-establish its own new national airline, but was unsuccessful.

Speaking at a press conference held in Hanoi on July 23, Chairman of the BIDV’s Boards of Directors, Tran Bac Ha said BIDV has invested to establish the Investment and Development Company (IDCC), Bank for Investment and Development of Cambodia (BIDC), the Cambodia – Vietnam Insurance Company and BIDV representative office in Cambodia.

With an initial capital of US $100 million, the company’s activities cover the banking and finance, trade and insurance sectors.

IDCC is finishing all procedure for the purchase of the Prosperity Investment Bank, a private bank of Cambodia as well as for the establishment of Cambodia – Vietnam Insurance company.

The bank, after being purchased will be renamed the Bank for Investment and Development of Cambodia. “Cambodia now has only 24 commercial banks with not many services, so this is an opportunity for Vietnam to penetrate the market. Around 400 Vietnamese businesses which are now investing in Cambodia are the potential customers of BIDC,” said Ha.

“In the future, BIDC will open its branch in Ho Chi Minh City and later in Hanoi,” Ha added.

The BIDV chairman also revealed that BIDV has got the agreement from the Cambodia National Bank on opening BIDV representative office in Phnom Penh. The representative office is expected to officially open early next month with the aim of providing information for Vietnamese businesses which desire to invest in Cambodia.

Also in the press conference, Vietnam Airlines announced its co-operation in setting up the Cambodia Ankor Airlines.

Chinese mobiles finding favor in Cambodian market

PHNOM PENH, July 14 (Xinhua) -- Distributors here have said that the number of Chinese-sourced mobile phones being sold in Cambodia each month is climbing rapidly, local newspaper the PhnomPenh Post reported on Tuesday.

Not only are they cheaper than leading brands, but some have features including the ability to use two SIM cards, built-in radio and TV receivers and MP3 and MP4 players, it said.

The Ky Hout company said that it imports between 6,000 and 8,000 phones monthly for distribution in Phnom Penh, Siem Reap and Battambang. The sales manager, who asked not to be named, said customers liked the fact that the phones were substantially cheaper than the competition.

She said sales were up ten-fold since the start of the year. "Previously we imported only 300 t0 600 of these phones each month that sell for between 35 U.S. dollars and 100 U.S. dollars each," she said, adding, "Our sales of Nokia phones have dropped by 80 percent."

Srey Touch, the owner of another importer, the 03 Company, agreed that sales of Chinese-made phones were up sharply. "We import new model phones two or three times a month, with up to 500phones each time," he said, adding, "The phones sell especially well during the big national holidays such as Khmer New Year, Pchum Ben and the Water Festival."

But representatives of Nokia and Sony Ericsson said their market share was not being hit by the cheaper competition. "Sales are stable," said Yoeun Makara, a retail sales manager who imports Nokia phones. "Moreover, 80 percent of our customers choose to buy Nokia because it is strong and robust, and they like the new touch screen models."

Chea Mony, the head of marketing at Sony Ericsson in Cambodia, is also bullish. He said sales were up at least 10 percent this year. "The influx of Chinese cell-phones creates opportunities for many users, but it is not an obstacle for Sony Ericsson because competition goes beyond price, and Sony Ericsson offers many different prices including low, medium and high," he said.

So Khun, minister of posts and telecommunications, said in May that 4.23 million of the country's 13.4 million citizens have mobile phones, and that the nation has just 42,000 landlines.

Phnom Penh - A Cambodian official Wednesday threatened to suspend the operations of an international wildlife group after it released a report claiming an endangered dolphin species was at risk of extinction due to pollution in the Mekong River.

Touch Seang Tana, chairman of Cambodia's Commission for Conversation and Development of the Mekong River Dolphins Eco-Tourism Zone, said World Wildlife Foundation (WFF) investigators faced suspension unless they met with him to discuss their report.

The WFF report released last week said 88 dolphins had died since 2003 and researchers had found toxic levels of pesticides and environmental contaminants in their analysis of Irrawaddy dolphin calves. 'This report simply is not true,' Touch Seang Tana told a press conference.

'These findings were reported without consultation with me, so I sent a letter to the WFF to come and meet with me to clarify these points.'

He denied that dolphin deaths were caused by pollution and said the report put Cambodia's burgeoning eco-tourism sector at risk.

'A few deaths have been caused by dolphins becoming trapped in fishing nets in the Mekong River, but it was not due to pollution,' he said.

'I wrote to the WFF to clarify this and if they do not wish to meet with me to discuss this, then their operations in the area could be suspended.'

The report estimated that between 64 and 76 dolphins remained in the 160-kilometre stretch of the Mekong that runs through Laos and Cambodia.

It said 60 per cent of the 88 deaths had occurred in dolphin calves less than two weeks old.

Mekong River dolphins at risk of extinction, WWF says

(CNN) -- Pollution in the Mekong River in Southeast Asia has pushed the local population of Irrawaddy dolphins to the brink of extinction, the World Wildlife Fund warned Wednesday.
The small freshwater dolphins, distinguished by their round heads and short dorsal fins, are already listed as a threatened species, the WWF said in a report.

But analysis of recent dolphin deaths shows their immune systems are suffering because of contaminants in the river, which flows through Cambodia and into southern Laos.

"These pollutants are widely distributed in the environment and so the source of this pollution may involve several countries through which the Mekong River flows," said Verne Dove, a veterinarian with WWF Cambodia who authored the report. "WWF Cambodia is currently investigating the source of the environmental contaminants."

The Mekong River Irrawaddy dolphin population inhabits a 190-kilometer (118-mile) stretch of the Mekong River between Cambodia and Laos, the WWF said.

Since 2003, the population has suffered 88 deaths, more than 60 percent of which were calves less than 2 weeks old, the WWF said.

Only an estimated 64 to 76 dolphins are in the river, the group said."Necropsy analysis identified a bacterial disease as the cause of the calf deaths," Dove said. "This disease would not be fatal unless the dolphins' immune systems were suppressed, as they were in these cases, by environmental contaminants."

Researchers found toxic levels of pesticides such as DDT and environmental contaminants such as PCBs in the dead dolphin calves. The pollutants also might endanger people along the Mekong who consume the same fish and water as the dolphins, the group said.

Researchers also found high levels of mercury in some of the dead dolphins. Mercury weakens the immune system, making the animals more susceptible to disease. The mercury might come from gold mining, the WWF said.

The group called for a cross-border preventive health program to manage the diseased animals and reduce their deaths.

The International Union for Conservation of Nature has listed the Irrawaddy dolphin on its Red List of Threatened Species since 2004.

Mekong River Irrawaddy dolphins are regarded as sacred by Khmer and Lao people, and are an important source of income and jobs for communities involved in ecotourism.

More than 60 million people in the lower Mekong basin depend on the river system for food, transport and other economic activity. The river is one of the largest inland fisheries in the world, producing an estimated 2.5 million tons of fish per year, according to the WWF.

In some parts of Asia, the dolphins are seen as competitors because they eat the same fish as humans, according to the University of Michigan's Museum of Zoology. The dolphins can also become entangled in fish nets and damage them.

But in other parts of Asia, Irrawaddy dolphins can help fishermen by driving fish into their nets, the university said.

The university cited a report of fishermen in Myanmar who attracted the dolphins by tapping the sides of their boats with oars. The dolphins then swam around the boats and forced fish into nets, the university said.

The fishermen shared their catch with the dolphins and considered them friends, the university said.

Unlike the more widely known bottlenose dolphins, the Irrawaddy dolphins have a large, round head with no beak. Their dorsal fin -- the fin on their back -- is smaller and more rounded than their better-known cousins.

Irrawaddy dolphins have large flippers, but they are not particularly active and do not leap as high as the bottlenose dolphins, the university said.

Australia's Toll to help revive Cambodian railway

PHNOM PENH, June 15 (Reuters) - Cambodia has awarded a 30-year contract to manage its railway system to a venture led by Australia's Toll Holdings (TOL.AX), which should boost trade and attract more tourists, company officials said on Monday.

The Southeast Asian country has two lines dating back to French colonial days in the 1930s running over 652 km (405 miles).

Toll is a leading provider of transport and logistics services in Asia. Eugene Cody, its general manager for Cambodia, said Toll would have a 55 percent stake in the venture, with 45 percent going to local partner Royal Group.

He and other officials would not reveal the investment planned nor give details on profit sharing with Cambodia's government, but they said the new system would be in place in 2011, complete with new imported locomotives.

The first line links the capital, Phnom Penh, to Poi Pet near the border with Thailand, while the second links Phnom Penh to Sihanoukville beach, the country's second-biggest tourist destination.

"Can you imagine being able to catch the train from Thailand to Cambodia, down through the rice fields before going to the beach. It's beautiful," said Australian Ray Yager, a spokesman for the Royal Group in Phnom Penh.

The rail infrastructure was badly damaged during the country's civil war in the 1970s but a service has continued for both freight and passengers.

Prime Minister Abhisit Vejjajiva will make an official visit to Cambodia on Friday for bilateral talks, including discussions on the continuing border dispute near Preah Vihear temple and the sea border in the Gulf of Thailand.

Mr Abhisit said on Thursday he had to cancel his planned visit to Cambodia on April 18 because of the anti-government riots in Bangkok.

A heritage specialist has requested intervention from the prime minister in a disagreement over light fixtures on temples at the Angkor Wat complex.

A HERITAGE advocate has sent a letter to Prime Minister Hun Sen urging him to stop an ongoing light installation project at the Angkor Wat temple, saying equipping the 11-century World Heritage site with lights will have a negative effect on its ambiance.

"The illumination will disturb tourists and badly affect the beauty of the temples. By the law of the Apsara Authority, even villagers are not allowed to build new houses in the Angkor area, but it is regrettable that the area is now equipped with lights," Moeung Son, president of the Khmer Civilisation Foundation Organisation (KCF), said at a press conference Tuesday.

The project, which began late last year, was designed to encourage "night lighting" tours and prolong the stay of tourists in the area.

However, Moeung Son said it would also fail to do that.

"According my experience in the tourism sector, cultural tourists never watch temples at night. They are particularly interested in Khmer ancient building styles."

Ho Vandy, head of the permanent committee of the Cambodian Association of Travel Agents, also said that the lights would not increase tourist traffic to the site.

"Only about 20 or 30 tourists come to visit the temple or performances at night," Ho Vandy said.
Details of fixtures vague
Tourism officials have been vague about how the lights have been fixed to structures, saying they were put into "existing" holes in the temples.

The Ministry of Tourism and the Apsara Authority have maintained that the arrangement would help attract more visitors and consequently raise income in the tourism sector.

"I hope that the illumination will increase the number of tourists, and the Angkor Wat temple will become productive, bringing more income for Cambodia's economy. Moreover, the Angkor Wat area will look more active and lively," So Mara, a secretary of state at the Tourism Ministry, said Tuesday.

"Now we always tell visitors to get out when it's dark because we are afraid that they may fall down while walking in the dark. But when there are lights, visitors will have more time to walk around," he added.

Royal oxen signal worry for Cambodian rice farmers

PHNOM PENH (AFP) - Cambodia's royal oxen performed an ancient ceremony to predict the country's agriculture fortunes -- and raised fears of a low rice harvest by refusing to eat any of the grain.

King Norodom Sihamoni presided over the ceremony in a park outside the palace where thousands of people watched royal astrologers observing the animals' behaviour.

After a symbolic ploughing of a portion of the field, a pair of royal oxen were led to seven dishes -- rice, corn, beans, sesame, grass, water and alcohol -- laid out on trays.

They were seen eating only beans and corn, allowing the palace's chief astrologer Kang Ken to declare that this year "beans and corn harvests will be bountiful."

The astrologer did not spell out to the crowd what it meant for the rice harvest -- but he later told reporters that it would be only about 30 percent of the expected amount.

"I am extremely worried. As the oxen did not eat the rice, I fear that I cannot have (a) good harvest of rice," said farmer Vong Sak, 53, after the ceremony, which marks the start of Cambodia's planting season.

While still taken seriously by many rural Cambodians in this deeply superstitious country, ploughing ceremony predictions have been called into question in recent years.

Prime Minister Hun Sen, who did not attend the ceremony, rebuked the royal astrologers for failing to predict deadly floods in 2001 that claimed 59 lives.

"Day of Anger" in Cambodia

Phnom Penh - More than 1,000 Cambodians gathered at one of the Khmer Rouge's notorious killing fields Wednesday to observe an annual "Day of Anger" and remember the almost 2 million people killed during the regime's 1975-79 rule. A crowd of government officials, Buddhist monks, survivors of the regime and victims' families watched high school students re-enact scenes of torture and execution at the Choeng Ek killing fields, where up to 15,000 men, women and children were murdered and buried in mass graves.

The May 20 ceremony marks the day in 1976 when it is believed Khmer Rouge leaders decided to transform Cambodia into a completely agrarian society - a policy that led to mass deaths through execution, starvation and overwork.

During Vietnam's occupation of Cambodia from 1979 to 1989, the event was a well-organized public holiday with ceremonies held throughout the country.

Youk Chhang, director of the Documentation Centre of Cambodia, an archival organization dedicated to documenting the history of the Khmer Rouge, said the day was a hugely significant part of the country's path towards reconciliation.

"The anger has faded somewhat because young people today were not around during that period and did not witness what happened," he said. "But it is important to have this day so we can remember what happened and how the millions of deaths made us so angry."

This year's ceremony was held as the trial of the Khmer Rouge's former chief torturer continued before Cambodia's UN-backed war crimes tribunal.

Kaing Guek Eav, known by his revolutionary alias Duch, faces charges of crimes against humanity, torture, premeditated murder and breeches of the Geneva Conventions, allegedly committed while he was warden of the Tuol Sleng torture prison in Phnom Penh.

He faces a maximum sentence of life in prison.

Youk Chhang said the first trial before the court was an important part of reconciling Cambodia's troubled past.

"We have taken military action against the Khmer Rouge as well as social action, such as today's event, and now the time has come to take legal action," he said. "This must occur for us to become a truly democratic society."

Prisoners at Tuol Sleng were sent to their deaths at Choeng Ek, but the site has since been transformed into a genocide museum and memorial that receives thousands of visitors each year.

Cambodia to send troops to African nations

PHNOM PENH, Cambodia: Cambodia will contribute troops to U.N. peacekeeping forces in Chad and the Central African Republic, marking the poor Southeast Asian country's second military mission abroad in three years, the prime minister said Tuesday.

Prime Minister Hun Sen did not specify the number of Cambodian troops or when they would depart.

He said he decided "two weeks ago to send our forces to Chad and the Central African Republic" based on a request from U.N. Secretary General Ban Ki-moon. He made the comments while presiding over a university graduation ceremony in the capital, Phnom Penh.

The United Nations recently took over peacekeeping duties in the two African countries from the European Union.

Eastern Chad and northeastern Central African Republic have been seriously affected by fighting across the border in Sudan's Darfur region, where up to 300,000 people have been killed and 2.7 million have been driven from their homes since 2003.

Government spokesman Khieu Kanharith said the Cambodian contingent would consist of noncombat forces and would perform only humanitarian duties. He said it was too soon to say how many troops would go and when.

In April 2006, Cambodia sent 135 soldiers to help U.N. peacekeepers clear mines in war-torn Sudan.

That same year, Hun Sen rejected U.S. requests for the deployment of Cambodian troops in Iraq. He said he questioned the overall legitimacy of the war in Iraq and that it remained too dangerous for Cambodians to operate there.

Korea Exchange to jointly launch Cambodian bourse

SEOUL, March 24 (Reuters) - The Korea Exchange (KRX) said on Tuesday that it had signed an agreement with the Cambodian government to jointly launch a Cambodian stock exchange by the end of 2009.

The Cambodian government and KRX will control 55 percent and 45 percent of the exchange, respectively, and will jointly operate the bourse, KRX said.

The announcement marks the latest effort by the South Korean exchange to expand its presence abroad.

In November 2008, KRX signed a memorandum of understanding with Laos government on setting up the country's stock exchange, with the South Korean bourse holding 49 percent of the venture.

The nation of 14 million people, sandwiched between Thailand and Vietnam, is flush with natural resources. Veins of iron and gold run beneath its soil. Natural forests offer a wealth of timber. Most promising of all are Cambodia’s deposits of oil and gas, believed to snake offshore all the way through the kingdom’s lush interior.

As Cambodia’s leaders begin to parlay these natural blessings into wealth, selling off drilling rights to firms across the globe, American oil companies are taking notice.

So, too, are the watchdogs.

While Cambodia’s ruling party could use the coming resource wealth to wean the country off foreign aid — and potentially lift millions out of poverty — leaders already appear to be hording this money for themselves, watchdogs say.

According to Global Witness — the U.K.-based non-profit that helped expose the West African “blood diamonds” trade — the coming oil wealth will likely just entrench Cambodia’s ruling cabal in corruption.

“In a couple of years, the elites will be so wealthy it will be hard to rewind the tape,” said Global Witness Director Gavin Hayman during a business trip in Bangkok. The non-profit recently published an investigative report on Cambodia’s growing oil wealth.

"I will use only 15 months to complete it," Chinese-language daily newspaper the Commercial News quoted Prime Minister Hun Sen as telling a graduation ceremony of the Royal University of Phnom Penh here on Wednesday.

"Before, we relied on hotels for international events, and it is always difficult to find a place, and sometimes we are forced to hold meetings in Siem Reap," he said.

The conference hall would be constructed with government funds next to the new Council of Ministers building, he said, adding that local architects would be tapped to design it.

The decision was prompted by plans for Cambodia to host a series of regional conferences in the coming years, including three regional meetings next year and two ASEAN (the Association of Southeast Asian Nations) summits in 2012, according to the premier.

The most of important for tourism in Mondolkiri is Bousra Waterfall pleasant site location in Bousra district about 40km from capital and spent about 40minutes. We could be there by motor, small car….because road toward is red track and very difficult. The price ticket is 40000 riels per one car for this pleasant site. The high water season we can go there by elephant "Villager Said".

It is also make sure that this province about 521km and one national assembly seat in Cambodia. It stands mountain plateau located over 50% of this place are forest hill Small Mountain and water fall which caused for good Natural Tourist Trade. That’s a great day for my friend, His names Be Chatra is my former colleague at Open Forum of Cambodia and now he has been working at Open Institute.

On 21st January, i joint Be Chantra’s wedding ceremony with some of my friend, such as tharum, vutha, small kalyan, big kalyan, makara, tacam, sony and Khmer OS team. Thanks Vutha for took my picture, he is my former Project coordinator at Open Forum of Cambodia responsible as CIC Web portal Project Coordinator.

It is nice after we were eating and drinking, we started dancing Khmer traditional dance, Rom vong, Saravan, Maxixoun, Maxixoun dance requested by Kalyan.

Last night for our group, it’s sad and happy night because we started party and travel on the boat. We started it on 6.30pm and our participated from Other NGOs such as staff of YRDP, KHAMRA and our human right workshop group. It’s great we were on the boat and saw some natural city in Phnom Penh at night on the Chaktomouk River, is the streams flow into each other such Mekong River, TonleSap, and TonleBasac, the front of Royal Palace.

The boat on the middle Chaktomouk River, we started eating with break, piece of paper cake ( Baychhav) and drunk a win, coke and fresh water. We are eating and talking as close friendly and after eating we went to dance looks like happy. Other one Delegation from United State shows the dance style as their country Disco Hit Hop. It’s 9.15 pm we got certificate from Ms Navin she is program coordinator of Global Youth Connect (GYC) and Mr. Sokha he is Executive Director of Youth Resource Development Program (YRDP) then we continues our dancing.

It’s terrible we got a new information, some of our group will be get a marriage on the end of this month in Prek Eng District Kandal Province, is Navin and Rattana are marry.

we finish our travel on the boat about 10.00pm, So it’s dark night for cambodian woman difficult to come back home because they worries about their home, Such as their parent will be blame them ( This is khmer traditional).

Last Work Shop with GYC

We start at morning on 8.30 am today was so late time because this day is last day work shop for us. Today we prepared some letter for send to Khmer Rough Trial ( ECCC). We spend a long time for prepared the letter for ECCC until lunch time.

After lunch time we play some game for reduce some tired and relax. We started continues our lesson and talk some problem in society and take a resolved it ( Ex. Land issue, Economic Exploitation, Health Care and Corruption).

That’s great for this work shop because we talk and resolved it and give some comment.

The Finally, it is time for finish the work shop and the give some evaluation about this workshop, so every body have some their impression, like get more knowledge about this work shop and will share this experience to other person, will be keep and touch to each other forever and delegation participant, she said that miss Cambodia participant and cannot forget all every thing in here.

My impression said thanks for facilitator as Navin, Rattana, and Dara to give me a chance to joint with them and cannot forget all every thing with them, delegation participant and Cambodian participant.

Victims Grave in Toul Slang Museum

We started meeting at Toul Slang Museum and Visited at there, we have no guide for introduce us but we try to known some thing from other guide and by our self, read some information about Toul Slang Museum.

Toul Slang Museum is most of the killing center in Khmer Rough Regime, set up a prison to detain individuals accused of opposing ANGKAR, located in Toul Svay Prey Quarter Cham Karmorn District, south of Phnom Penh, covers an area of 600 x 400 meters.

According to documents discovered by the Documentation Center of Cambodia (DC-Cam), S-21 was established at Toul Slang in May 1976.

The victims in the prison is were taken from all parts of the country and from all walks of life. They were of difference nationalities and included Vietnamese, Laotians, Thai, Indians, Pakistanis, British, Americans, Canadians, New Zealanders, and Australians, but the vast majorities were Cambodian. The civilian prisoners composed of workers, farmers, engineers, technicians, intellectuals, professors, teachers, students, and even ministers and diplomats. Moreover, whole families of the prisoners, from the bottom on up, including their newly born babies, were taken there en masse to be exterminated.

After we came back from Toul Slang Museam we had a guest speaker, he came from CJI Local NGOs, his presentation about Khmer Rough Trial Law and then some of the participant asked some question about the law of khmer rough trial and they suggestion to this trial should be a good judge, fair,……..

After lunch time we continues our lesson about the human right and we talk some thing and shared to each others.

Day 1 Work shop with GYC

Our workshop started 3 days full day, on 8 O’clock we start the work shop, all the participated from others state in the United State of America and others Local NGOs such as CCHR,CYA,YRDP, YCC, Open Forum of Cambodia….Our topic is the Human Right.

That’s great this work shop because we discuss to each other about Human Right, The first step we are introduce to our self, where they are come from and school? And then the facilitator of our group give us some document about human right law is fiftieth Anniversary of the Universal Declaration of Human Right. The other one we give the definition the basic of human right, some example relative with the human right, talk to each other about building a common understanding of human rights.

What’s do you think about Human rights? We separated the word of Human right:
H U M A N R I G H T, Example H: health care…

That’s good for our lunch time, some participants are eating without saying and some others eating and saying about some thing like joking and funny.

After lunch time we continue our lesson about building a common understanding of human rights we give some topic related with human right ( such as violence, economic….) and we are present our short play.

Second meeting with GYC, afternoon at DC-Cam on 04/01/07, we watch the movie about Khmer Rough Regime, the movies show some thing about Khmer Rough activities at S-21 and now they called it that Toul Slang Museum,

The presentation by Mr. Chhang Youk, he is the director of DC-Cam, he explains about his organization what they do? DC-Cam has many document relative with Khmer Rough Regime, and they have a relative with Khmer Rough Tribunal ( ECCC, location in outside country) and other one is the center for researcher about Khmer Rough Regime and all of this is the evidence for Khmer Rough Trial.

And then we visited a round in DC-Cam office, that is the nice place for work because has a fresh air, good environment like near the independent monument, travel place, riverside.

The first meeting with GYC, they come from others state in The United State. They came here were to change our experience, traditional and culture to each other. It is nice dinner for all together, we met some of delegate from American Student and friendly talking. When we started the eating we show and introduce our self, about name, school....etc.

It is the nice food!!!! We started the small meeting at the Khmer Traditional Restaurant they call Khmer Kitchen, the location in Boeng Keng Kong I Chamkarmon District. We started eating and talk friendly.

Some of my friends are drinking a khmer wine, they call it “Sra Peang”, we took it from Stung Treng Province is a northern province of Cambodia about 300km from Phnom Penh and 40km south of the Laos border.
